South Korea's FSC and KSD integrate national capital market infrastructure into Avalanche
The Korea Financial Services Commission (FSC) and the Korea Securities Depository (KSD) announced that they are integrating national capital market infrastructure into the Avalanche Network. This deployment covers the entire process of issuance, trading, clearing, settlement and investor rights enforcement. In February 2027, the Framework for Structured Tokenized Securities will become formal law. The move follows South Korea's year-long use of Avalanche technology in payments, stablecoins and corporate treasury systems.
On September 4, the Korea Financial Services Commission (FSC) and the Korea Securities Depository (KSD) confirmed that they are building a tokenized capital market infrastructure based on Avalanche, which will expand the network's role from an isolated pilot project to handle the core mechanism of securities clearing and settlement in the country. The FSC is responsible for formulating national-level financial policies, while the KSD serves as the central custodian and clearing house of South Korea's securities exchanges. The joint participation of the two marks an endorsement by regulators rather than a trial by a single bank or asset management company.

Most tokenization announcements only involve a single institution testing narrow use cases, such as a money-market fund issued on-chain by an asset management company. South Korea's approach is different because it targets the entire post-transaction life cycle at once. Issuance, trading, clearing, settlement and legal enforcement of investor rights will all be moved to the same infrastructure. This is critical because tokenization projects in other regions are often repeatedly blocked as they reach the clearing and settlement stages.
Settlement is a key link in the actual transfer of legal ownership, and regulators are much more cautious in automating this step than the issuance of the token itself. By building the framework directly through FSC and KSD, South Korea avoids the disconnect between experimental tokens and legally binding securities.
Private equity bonds and fractional real estate first, public stocks suspended
The first phase of South Korea's "Tokenized Securities Framework" will take effect in February 2027, with a narrower initial scope. The first assets include private money market funds, private corporate bonds, and share investments such as shares in high-value real estate or intellectual property. Public stocks were not part of the initial deployment, suggesting regulators want to test clearing and settlement mechanisms on less liquid instruments first before extending the model to markets with large trading volumes and higher error costs.
NHN KCP, KRW1 and Hyundai Motor have built the basic track for this framework to operate
The FSC-KSD initiative builds on South Korea's already productive infrastructure. NHN KCP is South Korea's largest e-commerce payment gateway, processing more than US$38 billion in transactions in 2025 and partnered with Ava Labs to build a dedicated Layer 1 payment network. In September 2025, BDACS and Woori Bank launched KRW1, the first won pegged stablecoin built natively on Avalanche, aiming to reduce the cost of national-level emergency payments. Hyundai Motor's move goes one step further: In July 2026, the automaker launched a real-time stablecoin remittance system, reducing capital routing time between its U.S. and Mexican subsidiaries to less than seven minutes.

Technical answers can be traced back to the Avalanche9000 upgrade kit finalized in early 2026. Prior to this upgrade, deploying a separate dedicated application chain on Avalanche (formerly known as Subnet) came with high pledge and infrastructure costs that made it difficult for government agencies to justify it. The Avalanche9000 reduces the cost of deploying such sovereign chains by more than 99%, and eliminates the requirement that large token pledge commitments must be tied.
This combination allows regulators like the FSC to run their own chains, with custom validators, mandatory KYC and AML whitelists, and geographical access restrictions, while still connecting to the broader Avalanche ecosystem when needed. Fully private closed ledgers cannot provide the same interoperability, while fully open chains cannot give regulators the verifier control they need over national securities markets.

Japan's Progmat platform has moved from private company ledger R3 Corda to a dedicated Avalanche chain, parallel to South Korea's decision to build national infrastructure on the same network rather than develop a closed system from scratch. BlackRock's BUIDL funds and Galaxy Digital's tokenized loan obligations represent institutional rather than sovereign deployments, are smaller but fall within the same model of concentration of capital into Avalanche's institutional tools.
What exactly does G20 regulatory approval bring to AVAX holders?
The total locked value (TVL) of Avalanche's institutional real-world assets (RWAs) increased by 60% to US$2.1 billion during a 30-day window in early 2026. As public stocks finally joined the ranks of private equity funds and bonds, the South Korean framework provides a larger reachable base for this number. For AVAX holders, the near-term impact is more about network usage than price: government-led chains built on the Avalanche architecture generate transaction volume without necessarily requiring large purchases of AVAX tokens, because sovereign chains can customize their own Gas fees and pledge arrangements.
The more decisive shift is the demonstration effect. If G20 financial regulators can run a legally binding national securities framework on top of Avalanche infrastructure, other regulators that are evaluating tokenization proposals now have a feasible reference point beyond a single bank pilot project.
