A proof-of-concept study of the Bank for International Settlements using XRP Ledger to verify official statistics
Working Paper No. 1374 published by the Bank for International Settlements (BIS) proposed a proof-of-concept to test the application potential of XRP Ledger (XRPL) in verifying official statistics on-chain. This solution achieves an efficient process of completing data recording in 3 to 5 seconds and completing verification in 1 to 2 seconds by recording the encrypted fingerprint of publicly released data sets.
Core Mechanism: Ensuring data integrity without changing existing systems
The core question of this working paper is: How can statistical agencies provide users with a way to independently check data sources and integrity while leaving existing data distribution systems unchanged? Currently, international organizations, including the Bank for International Settlements, rely mainly on SDMX standards to exchange official statistics. The prototype system achieves this goal by binding each SDMX dataset to its source: hashes the data and writes unique summary values to the ledger. It is worth noting that only the "fingerprint" of the data will be uploaded to the chain, and the specific values at the bottom are always kept under the chain, thus ensuring the security of sensitive data. In addition, the method also extends support for formats such as XBRL.
Cost and efficiency advantages
Zero smart contract overhead: This solution adopts the Memo method and eliminates the need to deploy smart contracts, thus avoiding Gas fees and contract security risks. XRP Ledger's basic transaction fee is only 10 Drops (or 0.00001 XRP), making the data anchoring cost almost negligible. Through batch processing, a single ledger entry can cover thousands of data sets, reducing the on-chain cost of each piece of data to less than a penny.
Technical performance assurance: The paper cited XRP Ledger's rapid consensus finality and its public technical analysis of consensus protocols to further demonstrate its feasibility. Previously, the Bank for International Settlements has conducted tests in the public blockchain field, such as the "Project Mariana" project, which joined forces with the central banks of France, Singapore and Switzerland to pilot wholesale central bank digital currency settlement business on the public chain.
Standardization process: The system uses the Canonical XML 1.1 specification to standardize each file, and then uses the SHA3-512 algorithm to hash the entire file and each series level respectively. Finally, these hash values are merged into a Merkle root and written into the Memos field of the XRPL payment transaction. Each file header also contains a W3C Verifiable Credential signed by the publisher identity key.
Industry background and application prospects
This year, XRP Ledger has taken on other organization-level tasks. According to related reports, a pilot project connected the ledger to an inter-bank channel cooperated by JPMorgan Chase, MasterCard and Ondo, achieving the settlement of tokenized treasury bonds within 5 seconds. Ripple has also released an institutional roadmap that plans to add compliance certificates and license-based transaction capabilities. The BIS test was conducted on XRP Ledger's DevNet (Development Network). The report pointed out that DevNet shares the transaction format and tight rhythm of the main network, so delayed data has reference significance, and main network fees remain below points.
Limitations and Disclaimers
The paper describes the build as an experimental proof-of-concept and points out that production environment services require hardware-supported signatures, fixed verification nodes, and formal load testing. It should be emphasized that this ledger only authenticates the release content, publisher's identity and release time of the data. Therefore, the paper did not reach any adoption decision, nor did it provide endorsement for the XRP itself. The author made it clear that the opinions in the article only represent personal positions and do not represent the opinions of the Bank for International Settlements or its member central banks.
