BTC U.S. Strategic Bitcoin Reserve Act takes a key legislative step
A major proposal to incorporate the U.S. strategic Bitcoin reserve into federal law has entered a new stage in Congress. H.R., known as the American Reserve Modernization Act of 2026 (ARMA) Bill 8957 was passed by the U.S. House Financial Services Committee with a vote of 28 to 21. The bill proposes to establish a permanent "strategic bitcoin reserve" under the U.S. Treasury Department and provides for the management of bitcoin assets held by the federal government within the framework of established rules.
Although committee approval is an important legislative step, the proposal still needs to complete other congressional processes before it can take effect.
Key vote on U.S. bitcoin reserves
The ARMA bill was submitted to the House of Representatives on May 21, 2026 to establish a legal framework for the U.S. bitcoin reserve policy. The bill was issued a positive report with 28 votes in favor and 21 votes against at the Financial Services Committee meeting on September 16 and entered the next stage of the legislative process.
Rep. Nick Begich, who introduced the bill, said the regulation aims to strengthen the United States 'financial position in the digital age and increase transparency in federal Bitcoin asset management. According to H.R. Bill 8957 would establish a secure "strategic bitcoin reserve" under the U.S. Treasury Department. At the same time, it is planned to establish an independent "digital asset inventory" for federal digital assets other than Bitcoin for storage and management.
