美国众议院议员推动了一项支持特朗普政府建立比特币储备的立法，使该提案更接近由国会全面审议并获得永久法律地位。该法案指示财政部保管政府持有的比特币，同时允许通过预算中性的方式进行收购，并为其他数字资产设立单独的储备库。支持者认为比特币是增强国家金融实力的战略手段，而反对者则指出其价格波动性较大。目前，该提案仍需经过众议院和参议院的投票才能最终确定是否通过。
周三，随着美国众议院金融服务委员会批准《美国储备现代化法案》（American Reserve Modernization Act），唐纳德·特朗普总统的比特币储备计划迈出了关键的一步，使其更接近在众议院全体会议上进行审议。
法案核心内容：确立法定储备机制
根据这份19页的法案文件，财政部必须建立并维护一个安全的设施，用于存储由政府控制的比特币。这一措施旨在将特朗普行政令中的关键部分转化为联邦法律，从而确保该储备库在未来不同届政府的执政期间都能得到保护。

Legislative extension based on Trump's existing policies
Previously, Rep. Nick Begich and Senator Cynthia Lummis introduced a similar version of legislation more than a year ago, then known as the "National Innovation, Technology and Competitiveness through Optimizing Investment Act." The bill passed this time has been improved on this basis.
It is worth noting that the legislation allows additional acquisitions of Bitcoin over five years through a budget-neutral strategy that does not increase the burden on taxpayers. At the beginning of Trump's current term in 2025, he established this strategic bitcoin reserve through executive order. Its framework relies mainly on Bitcoin obtained through criminal or civil forfeiture procedures, rather than using taxpayer funds to purchase cryptocurrencies. In addition, Trump also directed the Treasury and Commerce Departments to develop budget-neutral methods to expand the government's Bitcoin holdings.
Congress approves possible establishment of permanent rules
This follows controversy over whether the Treasury Department has sufficient authority to manage the country's bitcoin reserves under current federal law. The bill approved by the committee resolves this uncertainty by assigning storage and management responsibility directly to the Treasury Department.
As a result, congressional approval could establish long-term rules to ensure that confiscated bitcoins are properly preserved and limit sales that are not strategically considered. However, the proposal must be unanimously approved by the House and Senate before Trump can sign it into federal law.
