NGSTQB supports NITDA software testing guidelines, calls for risk-based regulation

The Software Testing Qualification Committee of Nigeria formally endorses the National Software Testing Guidelines, calling for the implementation of a risk-based hierarchical supervision model.

The Software Testing Qualification Committee of Nigeria (NGSTQB) has formally endorsed the National Software Testing Guidelines launched by the National Information Technology Development Authority of Nigeria, while urging that the implementation of the guidelines should adopt a risk-based grading model rather than a "one size fits all" standard.

In addition, at the GITEX conference, the Director of NITDA called for the independence of data and cloud services, emphasizing that "we need our own AI technology."

Core requirements of the guideline: comprehensive testing and safety compliance

This guideline was released in April 2026 and stipulates that all software developed, modified, integrated or deployed for use in Nigeria must undergo functional and non-functional testing before being put into operation. The test scope covers multiple dimensions such as safety, performance, usability, compatibility, reliability, maintainability and portability.

This guidance applies to both the public and private sectors, and the depth of testing depends on the system's risk level, data sensitivity, public exposure, and potential consequences of the failure.

Filling digital infrastructure shortcomings

As a professional body focusing on software testing standards and certification in Nigeria, NGSTQB pointed out that the guide aims to address a key gap in the country's digital economy. Previously, software failures have disrupted the banking system, identity authentication and public service platforms that millions of Nigeria rely on.

  • 完全支持指南的目标及其实施;
  • 与NITDA确保软件符合既定质量、安全和性能标准的目标保持一致;
  • 支持对可能严重影响公民或关键基础设施的系统进行独立、胜任且负责的测试;
  • 呼吁实行成比例的基于风险的监管,使保证工作的力度与潜在危害相匹配,而非对所有软件统一适用相同标准;
  • 呼吁业界将合规视为一种促进市场发展的投资,而非后期的认证程序。

Mr. Dare further elaborated: "The flaws on the brochure website are very different from the flaws on payment gateways or national identity platforms. We support universal basic requirements, but enhanced testing should be reserved for systems where failure has national-level consequences. This is what makes the guide operable, not just a dead letter."

Certification Process and Continuous Improvement

According to the framework, software must be evaluated by a NITDA-licensed testing agency and certified for compliance before being put into use. The acceptance criteria clearly require that the system must have no unresolved critical or high-risk defects. Major modifications to certified software may trigger re-testing and certification.

NGSTQB stated that it will support the implementation of the guidelines in the following ways:

  • Education and awareness activities for industry, academia and the public sector;
  • Provide capacity building for testing professionals and organizations;
  • Provide implementation guidance and best practice resources;
  • Maintain continuous interaction with NITDA and collect industry feedback.

Chairman NGSTQB emphasized: "We are not watching as external regulators. We commit to working with industry to train professionals who conduct such testing and bring feedback back to NITDA to ensure that the guidelines are effective in practice and not just on paper."

Building digital trust and international competitiveness

委员会将该指南定位为更广泛努力的一部分,旨在建立对尼日利亚数字经济的信任。委员会认为,可靠的测试标准不仅能降低组织的系统停机时间和欺诈风险,还能提升本地开发软件的国际竞争力。
