This year, Toss has also participated in a number of other blockchain payment projects. In July, Toss partnered with Optimism and Sunnyside Labs on a three-month project to study the infrastructure of stablecoin denominated in won. In the same month, stablecoin issuer Circle signed an agreement with Toss to explore USDC payments, digital wallets and programmable payment capabilities. Circle also signed another separate agreement with Kakao Group, but none of these agreements launched commercial products.

In June, Toss Bank reached a cooperation with the Solana Foundation. The project is studying whether stablecoins support international fund transfers and settlements.

Other South Korean banks are also conducting their own tests. In May, KB Financial Group completed a pilot project covering Korean won denominated stablecoin issuance, offline QR code payment and remittance services, including a transfer to Vietnam that took less than three minutes and cost about 87% less than conventional methods. Remittance. In August, Shinhan Financial Group cooperated with Visa to build a stablecoin payment infrastructure. The agreement covered issuance, transfer, redemption and card settlement.

South Korean regulators are still formulating rules related to stablecoins. In September, South Korea's Financial Services Commission confirmed that it would review the country's second phase of digital asset legislation in November. Bank of Korea supports a bank-led group's plan to take the lead in issuing won denominated stablecoins, but differences over the role of banks and fintech companies in it remain part of the negotiations.

South Korean lawmakers are expected to review the proposed framework in November, and lawmakers aim to complete the second phase of legislation in 2026.
