Binance signs a Kazakhstan license agreement, BNB price approaches US$600
In today's major cryptocurrency news, the National Bank of Kazakhstan took action to formally establish a relationship with the world's largest cryptocurrency exchange. On September 4, 2026, Vice Governor Binur Zhalenov signed a memorandum of understanding that puts Binance on track to obtain a Kazakhstan license under the framework of the country's newly created "Category 1 Non-Bank Payment Service Provider."
The agreement is one of three memorandums of understanding signed by Binance on the same day. The other two involve the Ministry of Artificial Intelligence and Digital Development of Kazakhstan and the Astana International Financial Center. The meeting was held in Baku and was attended by Binan founder Changpeng Zhao.


Zalenov himself described the Type 1 payment service provider license in a LinkedIn post as essentially a "payment bank" that provides comprehensive payment functions but does not absorb deposits or issue loans. He said Binance's ambitions went beyond Kazakhstan and aimed to use the country as a base to serve the CIS market and the wider region.
What is allowed to do with a first-class payment service provider license?
Kazakhstan's payment service provider license is specifically designed to connect crypto assets with traditional fiat channels, rather than being transformed into a bank. Under the framework of the national bank, licensed institutions can:
- Provide complete payment processing services as a non-bank entity;
- connect digital asset transactions with traditional currency systems;
- support merchants and cross-border payment infrastructure.
This license strictly focuses on the payment field, and licensed institutions are not allowed to accept customers 'deposits or issue loans.

This is not Binance's first regulatory step in the country. As early as 2024, Binance has obtained a license for a digital asset trading platform, and in July 2026, it cooperated with Araao City Bank to launch Binance Pay services at approximately 5,000 sales terminals across the country.
Why did Binance choose Kazakhstan to expand the CIS market?
Binance's broader goal of promoting cryptocurrency payments this time is regional. Officials described it as a potential springboard into the Commonwealth of Independent States (CIS) market, which has a population of more than 240 million. By positioning itself as a regional hub, Binance aims to provide payment services from encrypted assets to fiat currencies to Central Asia and surrounding markets. At the same time, discussions on issuing Kazakhstan stablecoins are still in the early stages of exploration.

With this update of Kazakhstan's cryptocurrency regulation, the BNB trading price is close to US$607, up 2.4% in 24 hours, and the market value is approximately US$82.8 billion. There is currently no evidence that price increases are directly linked to the release of the memorandum of understanding, and market volatility may be driven by broader macro conditions. Binance confirmed the full scope of the agreement in its official Kazakhstan announcement, noting that the agreement was signed by Vice President Binur Zalenov and covered a phased roadmap for payment infrastructure and license acquisition. Analysts tracking Kazakhstan's digital asset policy believe that the memorandum of understanding marks a shift from framework construction to implementation. Formally establishing payment-focused licenses, rather than broad exchange licenses, could allow regulators to maintain close oversight while allowing crypto assets to be integrated into daily payments.
