BTC CLARITY法案通过概率骤降至16%，参议院民主党人否决共和党修订提案

此前，当共和党人发布了一份包含扩大道德条款的新版本法案时，交易员们曾短暂地将该法案通过的预期推高至35%。然而，随着民主党议员明确表示这些修订并未使他们更接近“支持”立场，这种乐观情绪在数小时内迅速消散。
关键分歧：道德条款未能满足民主党诉求
参与谈判的民主党参议员马克·华纳（Mark Warner）表示，更新后的道德语言仍“远远不够”。据Punchbowl News记者布伦丹·彼得森（Brendan Pedersen）报道，参议员拉斐尔·沃诺克（Raphael Warnock）指出，民主党不应支持任何未能解决“实时”产生的腐败风险的法案。
民主党准备反提案，内部意见尚未完全统一
参议员鲁本·加列戈（Ruben Gallego）表示，共和党的道德提议“差强人意”，他正在着手制定替代方案。与此同时，参议院银行委员会成员伊丽莎白·沃伦（Elizabeth Warren）的工作人员 circulated 了一些观点，认为该法案提议由州总检察长执行的机制可能会被白宫道德官员推翻。据Politico记者贾斯珀·古德曼（Jasper Goodman）援引三位知情人士的消息称，民主党人随后向共和党谈判代表发送了正式的反提案。
并非所有民主党人都反对该法案。据Politico报道，参议员柯尔斯滕·吉利布兰德（Kirsten Gillibrand）私下敦促同事支持程序性投票以推进该法案。共和党参议员辛西娅·卢米斯（Cynthia Lummis）表示，唐纳德·特朗普总统已经接受了两项重要的道德条款，并认为在另一方身上“已无让步空间”。
共和党需要60票才能推动该法案前进。如果本周投票失败，旨在定义美国证券交易委员会（SEC）和商品期货交易委员会（CFTC）如何划分对加密市场监管权的立法进程可能会陷入停滞。
银行业团体与部落利益集团加入反对行列
The Indian Gaming Association, a national organization representing tribal gaming interests, is calling on its member tribes to pressure senators to vote against it. The group said the proposed changes to decentralized financial rules did not address Indian reservations 'concerns about forecasting markets and requested that clear language be added to stipulate that federal commodity laws do not take precedence over the Indian Gaming Regulation Act or state gaming laws.
Eight banking trade groups pointed out that the revised text still has loopholes that allow stablecoin rewards to be used as interest on deposits. They believe that the regulatory "circuit breaker" proposed in the bill will only be triggered after a substantial loss of deposits in community banks.
A boycott from 18 state attorneys general further intensified opposition and made the prospects for the vote even more unclear. Summer Mersinger, CEO of the Blockchain Association, urged every senator to vote yes in a statement released on September 14. She said the industry had made significant concessions to win bipartisan support, and claimed the bill would establish clear rules, protect consumers, curb illegal activity, and prevent the development of the crypto industry and jobs from flowing to other countries.
