Binance will implement new rules for international cryptocurrency transfers for Brazilian users

As Brazil strengthens supervision of digital assets, Binance, the world's largest cryptocurrency exchange, announced that it will launch strict new requirements for international cryptocurrency transfers for Brazilian users. The move is designed to complement the country's expanding digital asset regulatory framework.

Details of new compliance requirements

Starting from November 1, users living in Brazil and using the Binance platform must disclose the intention of the transfer and provide detailed information of the recipient when making cross-border cryptocurrency transfers. The recipient can be an individual, a business, a financial institution or an exchange. This regulation specifically applies to transfers of funds between residents and non-residents.

To make international withdrawals, Binance customers need to fill out a questionnaire explaining the purpose of the transfer and the identity of the beneficiary. Binance stated that if the required information is not submitted, the withdrawal operation will be blocked.

Deposits from overseas will also face similar review. If a Brazilian user receives cryptocurrency from a non-resident, Binance requires that the sender's details and the reasons for the transfer be provided before the funds are credited to the recipient's account. Until this data is provided, the relevant cryptocurrencies will remain in a "pending" status.

When Brazilian users do not provide the necessary details for cross-border cryptocurrency transfers, Binance will block outgoing transactions and keep incoming transfers pending until the required information is completed.

These measures only target international transactions, such as sending cryptocurrencies from Brazil to other countries, making payments to foreign companies, or transferring assets between Binance accounts in Brazil and personal exchange accounts located in non-Brazilian areas. Domestic cryptocurrency flows between two Brazilian residents are not affected by this change.

Regulatory background and reporting obligations

This adjustment in currency security follows the implementation of the Central Bank of Brazil's Resolution 521/2025. The resolution, which extends foreign exchange controls to some virtual asset operations, was issued by the Central Bank of Brazil and aims to align digital asset transactions with the country's existing financial compliance framework.

The user data collected will be submitted to the Central Bank of Brazil on a monthly basis to maintain supervision of cross-border digital asset flows through official channels.

Explanation of terms:
Central Bank of Brazil Resolution No. 521/2025: This is a Brazilian regulation that brings certain virtual asset transactions into the scope of foreign exchange controls and requires reporting to the country's Central Bank.

Impact on Brazilian Binance users

Binance clarifies that these requirements are transaction-specific. This means that users may need to provide necessary details with each international transfer, rather than just as a one-time account update.

Transfer Type Required data Consequences of failure to provide data International Withdrawal Purpose of transfer and details of beneficiary Withdrawal blocked International Deposits Transmitter Information and Transaction Purpose Funds frozen; not credited to accounts Domestic transfer No new requirements No impact

The most significant changes for users are stricter controls on outbound international transactions and the possibility that inbound cross-border transfers may not be credited to their accounts until the requested information is provided. These adjustments mark a major change for Brazilian users as they participate in the global cryptocurrency economy through Binance.

Binance emphasized that the expanded data collection will directly follow the latest central bank guidelines and affect the way Brazilian users manage international transfers.
