ADA Cardano Foundation launches CIP-0113: Embedding compliance logic into native tokens
On October 7, 2026, at the TOKEN2049 conference in Singapore, the Cardano Foundation officially announced the launch of CIP-0113 on the Cardano main network. This is a new programmable token standard that has been widely developed by the community and released after multiple independent security audits.
Compliance is embedded in the token itself
CIP-0113 allows issuers of regulated assets to embed compliance logic directly into Cardano native tokens. The standard covers identity verification (KYC), anti-money laundering (AML) controls, sanctions screening, transfer restrictions, and asset freezing and seizure functions. The key is that Cardano ledger enforces these rules in every transfer, casting and destruction operation, which means compliance does not rely on external servers or issuers 'management panels.
This standard is specifically designed for regulated stablecoins, tokenized funds, bonds and other similar financial assets. Publishers can choose from a modular rule set or customize rules, and can update modules at any time as regulations evolve without having to modify core standards or trigger hard forks. Tokens issued under CIP-0113 remain Cardano native assets and operate under the chain's extended UTXO model.
It is worth noting that CIP-0113 does not give anyone the ability to freeze $ADA or control existing Cardano native tokens. Relevant controls only apply to tokens that explicitly choose to adopt this standard.
Institutional recognition and ecosystem support
瑞士资本市场与技术协会（CMTA）已将 CIP-0113 认定为与其自身的 CMTAT 框架相当，这为该标准的机构可信度提供了有力信号。钱包提供商 Eternl 和 GeroWallet、区块浏览器 CardanoScan 以及开发者工具提供商 BloxBean 均在发布初期即整合了对该框架的支持。
Cardano 基金会首席执行官 Frederik Gregaard 强调，设计理念围绕“监管持久性”展开。他指出，受监管资产需要能够“随资产一起移动并在每次流转时执行”的规则。该提案经历了一段漫长的历程，在2026年9月29日正式合并至官方 Cardano 改进建议（CIP）仓库之前，累计提交了90次代码变更。
此次主网上线为 Cardano 上的合规代币化金融基础设施奠定了基础。发行方是否会在该标准下构建应用，将决定其对网络实际采纳情况的影响。
