The founder of Ethereum wrote in a lengthy tweet posted on July 11 that the debate about superintelligence has split into two camps, with incompatible worldviews. One side predicts that some kind of super intelligence will appear before 2040. The other side views AI as a common technology and dismisses existential warnings and concerns about concentration of power.

The tweet was in response to "AI 2040: Plan A," a scenario released this week by the AI Futures Project, urging Washington and Beijing to work together to delay superintelligence until 2040. Butrin admitted that he had no clear view on the speed of technological development and expressed deep uncertainty about which world he was in.

His answer was to set a series of pre-agreed triggers. If unemployment climbs above 25%, a super pandemic breaks out, or a mass deployment of deadly autonomous drones, both sides should commit in advance to re-examine the possibility of a slowdown or suspension. Skeptics will sign agreements believing that these conditions will never be triggered, while worriers will bet otherwise. He also said he was disturbed by the practices of some AI companies promoting a certain group to gain global dominance.

The message to Musk was straightforward and expressed as a call for coordination rather than regulation. Buterin believes that X should be reshaped to facilitate grand agreements that bypass major governments, corporate executives and non-profit intellectuals, aiming to "give more people a say."

Predicting the market's new role in AI regulation

The proposal stems from his defensive acceleration framework (d/acc), which directs investment towards pandemic prevention, secure open source hardware, formal verification and cryptography. In January 2025, he proposed reducing global computing power by up to 99% for one to two years as a last resort to deal with dangerous AI. The same logic now shapes his recommendations for the platform.

If Musk listens, crypto infrastructure may benefit. Verifiable predictions about trigger conditions can be made through prediction markets such as Polymarket, while zero-knowledge proofs and on-chain voting can provide the open, auditable underlying architecture described by Buterin.

The appeal brought an end to a turbulent period between the two men. Butrin praised the community note and prediction markets in 2024 as "the two flagship social cognitive technologies of the century," and then warned in December that X could become a "death star laser for coordinated hate actions." In January, he urged Musk to use zero-knowledge cryptography to verify algorithm changes, rather than just release code.
