XRP traders face a major political shift on the eve of a key Senate vote on the CLARITY bill
After President Donald Trump agreed to most of a bipartisan ethics proposal, the bill's biggest outstanding obstacles have been resolved, and XRP traders are entering the CLARITY bill's biggest test in the Senate with vastly different political backgrounds. According to the Associated Press, Trump accepted about 80% of the compromise reached by Republican Senator Tom Tillis and Democratic Senator Ruben Gallego. The agreement includes stricter restrictions on elected officials 'cryptocurrency interests and gives state attorneys general the power to enforce it in conjunction with federal authorities.
The breakthrough came on the eve of the Senate's procedural vote on September 15, which Ripple's chief legal officer Stewart Aldeerotti called a "weathervane" for judging whether cryptocurrency market structure legislation can advance in Congress. The motion requires 60 votes to pass.
The Democratic Party's biggest dissent has shrunk significantly
The meaning is clearer than the negotiations a few weeks ago. In August this year, Gallego said that lawmakers sent ethics proposals to the White House many times, but received few or no substantive responses. The compromise reached by Tillis and Gallego in July aims to strengthen rules on official cryptocurrency positions, blind trusts and enforcement powers.
As of September 10, the 630-page draft CLARITY bill still lacked a bipartisan ethics agreement, which has been a core issue in the latest XRP regulatory framework. Trump's concessions do not guarantee the passage of the bill. Democrats still have concerns about illegal financial activities, stablecoin rewards and consumer protection, while some Republicans also have reservations. But when the bill entered the review stage on Tuesday, its most politically difficult controversy had been substantially narrowed.
XRP prices remain stable at US$1.36, and ETF funds continue to flow into
XRP trading prices are close to US$1.36, with a 24-hour trading range of approximately US$1.32 to US$1.43. Despite the political breakthrough, its market response is limited. Institutional positions performed even stronger. The U.S. spot XRP ETF attracted $18.98 million in inflows between September 8 and 10, including $12.29 million on September 9 and $5.14 million on September 10; meanwhile, Bitcoin funds suffered hundreds of millions of dollars in redemptions. This divergence continues the recent inflow trend of XRP ETFs, with institutions such as Goldman Sachs, Jane Street and Millennium becoming significant XRP ETF holders.

For the XRP, Tuesday's vote will not directly determine whether the XRP is a security or a commodity. Even if the vote is successful, the CLARITY Act will not be implemented immediately.
