The final text of the Clarity Act will be released by Senate Republicans ahead of Tuesday's procedural vote

New ethics provisions for elected officials, judges and their spouses have been added to legislation. Coinbase shares rose more than 7% in Monday trading, and Circle Internet rose more than 4%. Bitcoin rose 1.66% to $78,113, and Ethereum rose 0.88% to $2,499. The bill requires 60 votes in the Senate to pass, making the outcome uncertain. A procedural vote in the U.S. Senate scheduled for Tuesday will determine the fate of the Clarity Act. This comprehensive cryptocurrency legislation could fundamentally change the regulatory landscape for digital assets across the country. Senate Republicans released the full draft text on Monday, the day before the Sept. 15 vote. CONFIRMATION: The Senate is scheduled to vote on the Clarity Act in closing debate Tuesday at 2:15 p.m. EDT.·If the closing debate is passed, there will be a maximum of 30 hours of debate time.·The final approval of the bill requires 51 votes in favor. -- Bitcoin Archive (@BitcoinArchive) September 14, 2026 A noteworthy addition to this legislation is the ethics clause advocated by Senators Thom Tillis and Ruben Gallego. These requirements establish a conflict of interest fence for federal lawmakers, members of the judiciary and their immediate family members. President Trump reportedly convened advisers on Friday to review the ethics aspects of the bill. Senator Cynthia Lummis, who chairs the Senate Banking Subcommittee on Digital Currency, said Trump has voluntarily accepted some of the strictest ethical standards implemented in the history of U.S. governance. Other provisions in the finalized legislation give the Secretary of Finance greater powers to mitigate deposit migration risks associated with payment stablecoins. The bill exempts software developers from their fund transfer licensing obligations and establishes civil liability protection. "After a year of intense bipartisan daily negotiations, this bill is ready," Loomis said.

Financial markets are responding quickly to legislative developments. Coinbase shares surged more than 7% to $187.76 in early trading Monday. Circle Internet rose 4.35% to $94.54. Coinbase Global, Inc., Other COIN companies focused on blockchain have seen similar upward trends. Bullish shares rose 9.45% to $38.44. Figure Technology gained 3.96%, and Gemini Space Station gained 3.14%. Strategy shares rose 2.18% to $133.83. Market observers view the company as a tool for exposure to Bitcoin rather than a direct beneficiary of regulatory changes. Bitcoin rose 1.66% to US$78,113.69. Ethereum rose 0.88% to $2,499.50. Investment analysts at Investing.com believe that if the legislation is successful, Coinbase will be the biggest winner, considering that its business covers multiple areas such as exchange services, digital asset custody and stablecoin infrastructure. Company executives said they plan to pursue regulatory paths from both the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) regardless of the vote.

Wall Street Perspective

Compass Point upgraded Bullish's stock rating to "buy" and raised its price target to $51, pointing to potential benefits from the Clarification Act and the expansion of the tokenized stock market. Pre-market trading showed the stock hovering around $36, indicating that market participants had partially absorbed positive expectations. Circle Internet is a major opportunity for the stablecoin sector. The current trading price is still about 27.71% below the company's 52-week high. Robinhood Markets gained 1.21% and showed strong buying technical indicators on daily and weekly charts. Market strategists point out that its business model relies less on specific regulatory developments than its industry peers. Advancing the legislation requires 60 votes in the Senate, which introduces considerable uncertainty. Market professionals warn that a successful pass could trigger profit-taking after anticipatory purchases. Legislative failures can cause the most damage to the companies that rely most on favorable policy outcomes. Coinbase disclosed a loss of $1.36 per share in its latest quarterly report, well below the expected loss of $0.01 per share, making the company particularly sensitive to regulatory developments and trading volume fluctuations.
