In addition, Democrats want to further narrow the scope of protection provided to software developers under the Blockchain Regulatory Definiteness Act (BRCA) and make it clear that the statute does not change existing criminal laws. In the agriculture section, they called for stricter rules to deal with conflicts of interest with cryptocurrency exchanges and added provisions to protect tribal governments 'rights to regulate games and gambling.

As Republicans reject the latest counter-proposal from Democrats, all eyes are on today's key vote.
