Although the early January version of the draft was fraught with problems, Armstrong noted that concerns he raised in the version that eventually returned to the committee had been addressed. Despite the shortcomings of the first edition, Coinbase did not choose to withdraw due to a lack of sufficient political support at the time to promote its passage, but instead actively participated in improving the document with other stakeholders.
