Canto Fitzgerald's role in TEDA operations is not limited to his reported equity investment. The USDT aims to remain pegged to the U.S. dollar 1:1, while TEDA holds reserve assets to support tokens in circulation. U.S. Treasury bonds form an important part of these reserves and are a key part of the stablecoin issuer's financial infrastructure. Blumenthal's investigation aims to clarify the extent to which Canto supervised the relationship and whether the bank has taken enough measures to reduce compliance risks.
However, he believes that Canto Fitzgerald's commercial relationship with TEDA, while profitable, threatens U.S. national security. He said in the letter that the company needed to detail all actions it took in the investigation of allegations linking TEDA to financial crimes. The lawmaker specifically pointed out that the USDT could circumvent Russian sanctions and integrate into Iran's parallel banking system.
A Senate subcommittee found that TEDA kept certain wallets active despite clear indications that they were transferring or receiving large amounts of money associated with terrorism financiers and other illegal actors. The survey results showed that of the 846 Iran-related crypto-wallets subject to sanctions, 84% of all transactions were conducted using USDT.

He concluded that the company had assisted authorities around the world in freezing more than $4.9 billion in assets, including more than $2.4 billion frozen through cooperation with U.S. authorities. "The record is public: The U.S. Department of Justice, the FBI, the Secret Service, the Customs and Border Protection Division of Investigation (HSI), the Office of Foreign Assets Control (OFAC) and authorities around the world have worked with TEDA on multiple occasions to track, freeze and recover assets. Although Aldoino defended TEDA's cooperation with law enforcement agencies, the agency still faces multiple controversies. Last year, TEDA froze US$42.4 million in USDT related to Thai businessmen. However, the men are now suing the company, claiming that their assets were frozen without a warrant in October 2025 at an informal request from the U.S. Department of Homeland Security's Bureau of Investigation. It wasn't until February 2026 that authorities in eastern North Carolina obtained a search warrant to seize funds as part of a $61 million case involving a "pig-killing tray" fraud. The order requires the destruction of tokens and the issuance of new tokens into government wallets.
The plaintiff also explicitly denied the government's allegations and distanced itself from any criminal act.
