Token removal and service restrictions will take effect on October 27
Binance is making a major adjustment to its Brazilian business as the Central Bank's licensing period approaches. Starting October 27, the exchange will restrict eight services and terminate trading of 22 tokens for Brazilian users.
Affected tokens include USTC, DUSK, MANTRA, USDe, XVG, DCR, PIVX and BB. The services affected include Binance Lending, Binance Mining Pool, Cloud Mining, Leverage Trading, Launchpool, Megadrop, HODLer Airdrop and Alpha 2.0.
Some existing lending and leveraged positions may be allowed to remain held, but users will not be allowed to open new positions in these products. Binance will migrate eligible Brazilian users to local entities within its group by October 29. The transition will also change arrangements for fiat payments, asset transactions and regulatory reporting.
Brazil's regulatory deadline was the main reason for the change
This reorganization is a direct response to Brazil's new cryptocurrency licensing framework. The Central Bank of Brazil (Banco Central do Brasil) issued Resolutions Nos. 519, 520 and 521, establishing a comprehensive licensing system for virtual asset service providers, and the relevant regulations will officially take effect on February 2, 2026.
Existing virtual asset service providers must submit authorization applications to the Central Bank before October 30, 2026. Thereafter, licensed banks and payment institutions are not allowed to trade with unauthorized providers. The Central Bank of Brazil introduced new regulations for its US$318.8 billion crypto market in February 2026, with a final deadline of October 30, 2026.
The framework requires isolation, independent auditing of customer assets, implementation of cybersecurity protocols, and a minimum capital reserve of approximately 37.2 million reais for custodians. As the October deadline approaches, Binance's restructuring moves are in line with broader compliance push across the industry.
In addition, Binance is implementing new requirements for Brazilian users to conduct cryptocurrency transactions with foreign counterparties. These requirements apply to certain international crypto transactions conducted from November 1, 2026, including documentation on the nature of the transaction and counterparties. These updates were implemented in accordance with BCB No. 521/2025, which incorporated certain virtual asset services into Brazil's foreign exchange management system.
