Following欧洲证券和市场管理局要求加密平台停止提供不符合MiCA规定的稳定币服务
欧洲证券和市场管理局（ESMA）已呼吁所有持牌加密货币平台立即停止提供与未经欧盟《加密资产市场法规》（MiCA）授权相关的稳定币服务。ESMA于10月8日发布该指导意见，主要针对各国监管机构，并强调必须在三个月内彻底解决客户对不合规稳定币的遗留敞口风险。
针对加密平台和监管机构的指令
ESMA的意见特别针对“资产参考代币”和“电子货币代币”，这是MiCA框架下用于定义受监管稳定币的两个类别。尽管在该指令中未提及任何特定稳定币的名称，但警告称，加密资产服务提供商（CASPs）不得提供涉及不符合MiCA要求的数字资产的服务。

允许服务的指导原则
ESMA表示，在仍存在历史持仓的情况下，服务提供商可以执行有限的操作，例如出售、兑换、转移或提取未经授权稳定币。这些活动必须严格限制时间，并在当局的密切监督下进行。监管机构可能批准其他狭窄的活动（如保管）， solely 以促进现有客户持仓的有序退出。
对于不合规的稳定币，禁止购买新资产、推广、主动分销、交易以及维持广泛的市场准入。此举旨在保护投资者并确保不受支持的产品能够有序退出市场。

As part of Europe's first comprehensive regulatory framework for crypto-assets, MiCA's stablecoin rules will take effect on June 30, 2024. Previously, in a statement in January 2025, ESMA instructed national authorities to ensure full compliance by the end of the first quarter of that year. In practice, these rules led to the removal of Tether's USDT and other similar stablecoins from multiple European exchanges.
The European Commission is still reviewing and updating MiCA legislation and is preparing to amend the bill to extend the scope of supervision to foreign stablecoin issuers. An updated version is expected to be released in 2027, which may expand the scope of application of the rules.
