备受瞩目的《CLARITY法案》（清晰法案）陷入停滞，引发了外界对美国数字资产监管未来走向的诸多疑问。然而，金融专家Levi指出，XRP持有者不应忽视国会立法进程之外的其他重要发展。
在与推文一同发布的视频中，Levi表示，尽管该立法在参议院遭遇阻力，但监管工作仍可继续推进。他特别提到了商品期货交易委员会（CFTC）主席Michael Selig近期的表态，后者明确表示，机构打算在其现有职权范围内，继续构建数字资产的监管框架。Levi认为，这一动向对XRP而言可能意义重大，因为监管清晰度一直是投资者密切关注的主要问题之一。
CFTC无需新立法即可继续推进监管
Levi解释道，《CLARITY法案》旨在规范美国的数字资产市场。但他强调，该法案未能获得通过，并不意味着联邦监管机构的工作就此止步。
“法案在参议院陷入僵局，但CFTC主席Michael Selig已发出信号，表明该机构将继续前行。”Levi在视频中说道。他补充称，CFTC正在利用其既有的法定权力，致力于建立一套数字资产监管框架。
His comments focused on distinguishing the differences between congressional legislation and administrative regulatory actions. Although the CLARITY Act requires Congress to pass it into law, federal agencies can continue to take regulatory measures within their existing legal authority.
Levi also pointed out that the U.S. Securities and Exchange Commission (SEC) and the CFTC have cooperated on cryptocurrency regulation. He said that this cooperation can continue regardless of whether Congress ultimately passes relevant legislation.
XRP remains a core asset for Levi's attention.
According to Levi, these regulatory developments are important because the market urgently needs to establish higher certainty about digital assets in the United States. He linked the issue directly to XRP and said that if the regulatory framework continues to improve, XRP may receive more market attention.
"Now, even as Congress encounters legislative obstacles, regulators are still acting." Levi said. He viewed the failure to advance the CLARITY Act as a setback, but firmly denied the view that it meant the United States would abandon its efforts to establish cryptocurrency regulation.
To sum up, Levi said that if the regulatory framework is further shaped, he will list XRP as one of the assets he watches most closely. For XRP holders, his comments shifted the focus from the CLARITY Act itself to broader regulatory developments. Although the legislation is currently stalled, Levi's analysis suggests that actions by agencies such as the CFTC and the SEC may continue to affect the regulatory environment in which digital assets, including XRP, operate.
