Binance announced adjustments to its Brazilian operations to comply with new central bank regulations
Binance has announced plans to restrict eight cryptocurrency services starting October 27, 2026 and remove trading of 22 tokens from the Brazilian market. The move aims to allow exchanges to transfer local customers to compliant operating entities in accordance with new central bank regulations.
Summary of main changes
Service restrictions and token removal: Starting from October 27, 2026, Binance will restrict eight encryption services and remove 22 tokens for Brazilian users. Existing leveraged positions can remain open, but Binance will prohibit new borrowings and new orders.
Localized operating arrangements: According to Binance's new operating arrangements, Brazilian users will receive local payment accounts before October 29.
New regulations on international transfers: Starting from November 1, 2026, customers will need to provide more detailed information and transaction data for international cryptocurrency transfers.
Restricted Service Details
Binan confirmed on October 8 that Brazilian users will no longer be able to access selected lending, mining, leveraged trading and token reward services. The scope affected includes products currently available through the exchange's international operations. The balances of customers holding affected assets will still be accessible, but Binance will prevent them from opening new positions in restricted products.
Starting October 27, Brazilian residents will not be able to use the following services: Binance Loans, Binance Pool, Cloud Mining, leveraged trading, Launchpool, Megadrop, HODLer Airdrops and Alpha 2.0. The exchange confirmed that these affected services will stop accepting new positions and that existing positions will be processed based on different closing arrangements.
Loan and leveraged transaction processing
For outstanding loans signed through Binance Abu Dhabi entities, customers will enter repayment-only mode. Borrowers can settle their positions without penalty, and the remaining balance after settlement will be returned to their spot wallets.
For leveraged traders, existing positions can continue to be retained since Binance does not set a mandatory closing deadline. However, starting October 27, customers will no longer be allowed to place new leveraged orders, transfer additional funds to leveraged accounts, or obtain further loans.
List of Exported Tokens
The exchange has identified 22 additional tokens that will no longer be available to Brazilian residents. Assets affected include: XVG, USDE, USTC, DCR, DUSK, PIVX, BB, MANTRA, ONE, GMT, TFuEL, ZIL, ONT, RVN, ACX, HIT, PYR, VANRY, VIC, ICX, SCRT and STORJ.
Trading on affected tokens will continue until October 27. Customers who still hold these tokens after the deadline can keep their balances, withdraw assets, or reinvest them in supported products. A date for resuming access to these tokens or restricted services has not been announced.[TAG 5]
Account migration to local entities
Under the new arrangement, Binance plans to migrate eligible customers to This is an affiliated company responsible for providing licensed encryption services in Brazil.
By October 29, residents will receive personal payment accounts through Binance Brasil Correta de Câmbio e Valores Mobiliários SA (formerly Sim;paul). The company will handle transactions in the Brazilian real, while a separate virtual asset provider will handle regulated crypto activity.
Binan was approved to acquire Sim;paul in December 2024. The acquisition gives the exchange access to an existing local financial institution authorized by the Central Bank of Brazil. Unless registration information is outdated, customers do not need to re-authenticate. After the migration, their transaction history, account statements and existing cryptocurrency deposit addresses will still be available.
According to Binance, virtual asset custody will continue to be conducted through Nest Clearing and Custody Ltd., an entity regulated by the Abu Dhabi Financial Services Regulatory Authority (FSRA). The exchange emphasized that customer assets will be protected throughout the transfer process.
Brazilian residents who choose to refuse relocation must withdraw assets and close Binance accounts by October 27. Customers whose verified place of residence is not in Brazil will continue to remain on the international platform.
Brazilian new regulations affect futures trading
Account migration follows Brazil's stricter licensing requirements for crypto exchanges, which require virtual asset providers to be authorized and comply with local operating standards. The Central Bank of Brazil established this framework in November 2025 through Resolutions 519, 520 and 521, covering licensing, customer protection, anti-money laundering controls, and international transactions involving virtual assets. Regulators subsequently revised parts of Resolution 520 through Resolution 589, which took effect on October 1, and some reporting provisions are scheduled to be implemented in January 2027.
For Binance customers, futures trading follows a separate arrangement that differs from the restricted services on October 27. The exchange stated that under national securities regulations, it cannot directly provide cryptocurrency derivatives to Brazilian residents. Eligible customers can access futures on their own through a separate international account operated by the Binance Abu Dhabi entity.
Existing futures positions that have not been moved to international accounts will enter a "clear-only" mode, allowing customers to close or reduce positions without opening new positions. Other restricted services will not be transferred to international accounts. The derivatives arrangement follows an early regulatory review in Brazil, where Binance reached a $1.7 million settlement agreement with the country's securities regulator in 2024 for providing derivatives without authorization.
Payment and reporting changes introduced in November
In addition to the account migration in October, Binance will strengthen new inspections of cryptocurrency transfers involving overseas parties starting from November 1. Under international cryptocurrency transfer requirements, Brazilian customers must provide the purpose of certain transactions and identify the person or business sending or receiving the assets. No withdrawals requiring this information cannot be made until the necessary details have been completed. Incoming deposits may remain pending while the exchange collects the required information.
These procedures fall within the scope of Resolution 521, which regulates certain cryptocurrency transactions within Brazil's foreign exchange reporting system. Binance will submit relevant transaction information to the central bank through monthly reports.
Customers will continue to use the Pix system to support Brazilian real deposits and withdrawals between accounts in the same person's name. Binance plans to introduce payments involving third parties through the expanded Pix service, but has not yet provided a launch date.
In addition, under Resolution 520, the exchange will require customers to complete four risk assessments. Users have 30 days after receiving the notification to submit a response, and if they fail to complete the evaluation within this period, their new transaction rights will be restricted.
Tax declaration changes
As the migration progresses, Brazil's tax declarations will also change. Binance said that starting from October 29, domestic investment tax treatment will apply to crypto transactions conducted through its local entities.
According to the tax treatment described in the announcement, sales of virtual assets with a total monthly sales of 35,000 Brazilian reais or less are exempt from capital gains. If monthly sales exceed this threshold, applicable earnings will face progressive tax rates of 15% to 22.5%.
International investments held through foreign binance entities will continue to be subject to separate tax rules, including an annual tax rate of 15% on applicable earnings and no domestic tax exemption of 35,000 Brazilian reais.
In terms of regulatory reporting, local virtual asset providers will submit transaction information to the Brazilian Federal Taxation Office under the DeCripto framework. Binance said Abu Dhabi entities will begin reporting to United Arab Emirates authorities under the Crypto-Asset Reporting Framework (CARF) in 2027.
