ETH CLARITY法案今年成为法律的几率再次大幅下跌
周一，Polymarket平台上关于《CLARITY法案》在今年内成为法律的赔率再次急剧下降，此前该赔率在周日曾出现飙升。据报道，几位关键的参议院民主党人表示，他们并未被共和党提出的“最终”加密货币立法提案所说服。
起初，Polymarket的交易员将共和党新修订的、包含更严格道德条款的提案视为积极信号，将法案通过的几率推高至35%。然而，随着对修订文本的担忧日益加剧，交易员的信心受挫，周一该几率回落至低至16%的水平。
参与谈判的民主党参议员马克·华纳（Mark Warner） reportedly 表示，修订后的道德条款“远远不够”。与此同时，参与谈判的民主党人开始准备替代方案。
共和党需要获得60票才能推进该法案。如果周二未能通过，这项决定美国证券交易委员会（SEC）和商品期货交易委员会（CFTC）如何划分加密货币市场监管权的立法进程可能会陷入停滞。
关键民主党人对道德条款提议仍持怀疑态度

彼得森还报道说，参议员鲁本·加列戈（Ruben Gallego）称最新的道德条款提议“远不令人满意”，并计划制定替代方案。彼得森另外报道称，参议院银行委员会参议员伊丽莎白·沃伦（Elizabeth Warren）的工作人员 circulated 了一些论点，认为拟议的州总检察长执法机制可能会被白宫伦理官员的决定所推翻。
据Politico的贾斯珀·古德曼（Jasper Goodman）引用三位知情人士的话报道，民主党人随后已将他们的替代方案发送给共和党谈判代表。
并非所有民主党人都反对将法案提交至众议院进行审议。据Politico报道，参议员柯尔斯滕·吉利布兰德（Kirsten Gillibrand）私下敦促同事支持程序性动议。
共和党参议员辛西娅·卢米斯（Cynthia Lummis）表示，唐纳德·特朗普总统已接受两项重要的道德条款，民主党人“无处再让”。这一阻力加上来自由18个州的总检察长组成的联盟的反对，进一步增加了不确定性，人们质疑共和党能否集结足够的票数来推进该法案。
银行业和部落团体挑战最新文本
代表部落博彩利益的国家组织印第安博彩协会（Indian Gaming Association）敦促成员部落施压参议员对该法案投反对票，称其提出的去中心化金融（DeFi）改革未解决印度国家（Indian Country）对预测市场的担忧。
The association called for clear language to be added confirming that federal commodity laws do not take precedence over tribal or state gaming laws, including the Indian Gaming Regulation Act.
Eight banking trade groups also said the revised text failed to close a loophole that allowed stablecoin rewards to operate like deposit interest. According to the groups, the proposed regulatory "circuit breaker" will only be activated after a large loss of deposits from community banks.
Cryptocurrency industry groups urge senators to advance the legislation. Summer Mersinger, CEO of the Blockchain Association, said in a statement Monday that the industry had made significant concessions to help build bipartisan support and urged every senator to vote in favor.
She argued that the bill would provide clear rules to protect consumers and curb illegal activity, while preventing the outflow of crypto jobs, developers and innovations overseas.
