Cantor's relationship with Tether began in 2021, when Cantor began providing custody services for some U.S. Treasury bonds backed by the stablecoin issuer's reserves.

During that period, Howard Lutnick served as Cantor's chairman and CEO and assisted in negotiating the company's investment in Tether in April 2024.

In February 2025, Lutnik resigned as Cantor after the Senate confirmed him as Commerce Secretary. Subsequently, the company appointed its eldest son, Brandon, as chairman and the second son as vice chairman.

In addition to his income and compliance record, Brumel is also seeking specific terms for Howard Lutnik's withdrawal from Cantor, and details on whether Tether provided any loans or financing to Lutnik or his family to assist in transferring his ownership to his children.

The senator also asked whether Cantor had requested an independent audit of Tether, whether the company had considered terminating the partnership, and what steps it had taken to investigate allegations of illegal financial activity and circumvention of sanctions.

Brummel asked Cantor to respond by October 23.
