DelegateSet: Grant and revocation of authorizations

Delegates are granted through a transaction called DelegateSet. The same transaction can also be used for subsequent changes or complete withdrawal of rights. One account can maintain multiple proxy accounts with different rights packages.

Restrictions:
-Each agent holds a maximum of ten rights.
-The right to allow key changes or grant more rights is excluded. Agents cannot self-increase power.
-Rights are hard-coded and cannot be freely customized.
-Each agent occupies one item of the owner's reserve, which is currently equivalent to 0.2 XRP per object, plus a base reserve of 1 XRP per account.
-Agents need to have their own funds account and pay their own transaction fees.
-Pseudo-accounts (such as automated market makers) cannot be entrusted.
-Entrusted transactions do not enter the queue. If you send it at the wrong time, you will receive an error message rather than a delay.

fixCleanup3_4_0: Missing security patches

This is a key point where the protocol specification translates into holder concerns. The XRPL document clearly states that it is not recommended to grant a separate PaymentBurn right until a further amendment named fixCleanup3_4_0 is activated. Before the fix takes effect, agents with this right may in some cases create new homogenization tokens.

Unfortunately, it was this fix that had not been activated on Thursday night. The ledger shows that he received 24 votes, two votes short of the required 26 votes. Since the majority was not reached, there was no timestamp to initiate the two-week countdown period. This means that when the commission function is launched tonight, the supporting repair program is still two votes short of reaching the standard.

Please note: This is not a reason for panic, nor is it an attack on existing positions. No one can unilaterally take over the authority of your account. A commission will only occur when you sign a DelegateSet transaction yourself. The risk lies with those who henceforth grant commissions that include PaymentBurn rights.

How to identify DelegateSet requests

The actual danger in the coming weeks is not protocol loopholes, but habitual paralysis. Each new transaction type in XRPL is copied within days by fraudulent websites that collect signatures for seemingly harmless reasons. If your wallet requires you to sign something called DelegateSet and you are not authorizing it, this is not benign behavior.

BatchV1_1 and fixBatchV1_2

For example, in a software wallet or hardware device that uses your own key, you are the party who can grant commissions from tonight on. At this point, it's worth checking to see if your wallet can display new transaction types in clear language. If it only displays a string of characters rather than an understandable prompt, you are blindly signing.

Tax considerations: One-year holding period

For German investors, this feature raises a tax issue: Will the entrustment reset the one-year holding period stipulated in Article 23 of the Income Tax Act?

Intuitive interpretation: The answer is no. Delegates do not transfer beneficial ownership: Coins remain in your account, you can withdraw rights at any time through further DelegateSet transactions, and according to the rules of the agreement, agents can neither change your key nor grant themselves more rights. In the absence of a change in ownership, the event deemed to be handled by the law does not exist at all. There is currently no administrative guidance for this case because the feature takes effect for the first time tonight. If you handle large positions, it is better to have confirmation from a tax adviser rather than relying on logical derivation.

Differences in actual transactions:
Once the agent actually conducts the transaction, the situation is different. If the service triggers an exchange on your behalf, each exchange is a disposal that involves the calculation of earnings, the holding period for each acquisition, and a € 1,000 tax exemption for other private disposals during the calendar year. Allowing commissions for transactions creates a large number of record-keeping requirements, which is a hot issue in the current legislative debate: the consultation period on the federal cabinet's crypto tax bill ended on October 6, and the bill is expected to be passed on October 14.

Recommended Action Guidelines

Record keeping

If you grant a delegation, please record the date, agent account address, and rights granted. It only takes two minutes, but it can later answer the question of who triggered which transaction. Although every transaction is permanently recorded on the ledger, the purpose behind it is not necessarily clear.

What can you do now

If you own a self-hosted XRP:
1. Check for wallet updates: Make sure your wallet software has updates that recognize new transaction types.
2. Risk avoidance rights: Do not grant commissions that contain PaymentBurn rights until fixCleanup3_4_0 is activated.
3. Fraud Alert: treats any unexpected DelegateSet signature request as a fraud attempt.

If your position is on the trading platform:
Check its status page. Maintenance windows during agreement changes are usually announced in advance.
