Annual report of the UK's National Economic Crime Center: Cryptocurrencies and artificial intelligence become new tools for money laundering
The National Economic Crime Center (NECC), a subsidiary of the UK's National Crime Agency (NCA), pointed out in its annual report released this week that criminals are "innovatively using crypto-asset products to evade supervision and transfer illegal funds on a large scale." The agency coordinates the UK's response to economic crime.
The threat assessment section of thereport describes the spread of money laundering networks across national borders that combine "novel and traditional" methods while moving funds in both legal and illegal financial systems. According to the agency, many organized criminal groups no longer launder stolen money themselves, but instead entrust them to specialized money laundering networks for operations.
In the same chapter, the report mentions artificial intelligence alongside cryptocurrency, pointing out the synthetic identity forgery and process automation technologies used for banking systems.
Crypto assets rank third among economic crime priorities
In July 2025, the NECC and the Financial Conduct Authority (FCA), the UK Home Office and the Treasury jointly agreed on a list of nine priorities for economic crimes, of which crypto assets ranked third. This list guides regulated agencies on where to focus compliance resources, prioritizing traditional cash crimes and "money-mule" activities.
The agency said it was developing "more forward-looking and intelligence-driven encryption capabilities" to address cross-disciplinary priorities. This statement suggests that its focus is shifting from passively processing clues to proactively generating goals, but the report did not provide specific implementation details.
Major operations have achieved remarkable results
During the recent week-long "Operation Atlantic" held at NCA headquarters, NCA worked with agencies such as the Secret Service, Coinbase, Binance, Kraken and Tether to identify 20,000 victims of approval phishing attacks and froze $12 million in funds in March.
In addition, Operation Destiny, a case in which Russian-speaking Internet organizations converted street cash into cryptocurrency, has resulted in 129 arrests in the UK and seized more than £ 25 million. That's one more suspect than the November update. [TAG

Academic Views on Privacy Technologies
In its Academic Research section, the report also lists Privacy Enhancement Technologies for the Cryptographic Industry, published by the Royal United Services Institute (RUSI). The report, based on a roundtable hosted by the NECC in July 2025, argues that draconian measures should not be taken.
Participants repeatedly emphasized that privacy tools should not be banned, citing the fact that bans would push illegal actors into unregulated service areas and deprive investigators of a compliant corporate channel to seek information. Allison Owen, an associate researcher at RUSI, pointed out in an interview with Decrypt that building trust through compliance features "will ultimately expand the use of the technology."
