Wyoming stablecoin Council abandons LayerZero and switches to Chainlink's CCIP

Why Wyoming made the switch decision

The Wyoming Stable Token Commission switched its state-level stablecoins from LayerZero Labs to Chainlink after discovering repeated security omissions. The committee noted that due to improper handling of production authorizations, key private keys associated with the Frontier Stable Token (FRNT) were out of control.

The decision follows a $292 million theft of LayerZero Bridge assets involving North Korean hackers. Currently, FRNT has completely migrated to Chainlink's CCIP (Cross-Chain Interoperability Protocol) on all eight blockchains that support it.

The Wyoming stablecoin Council's security review began in April 2026, when the LayerZero Bridge used by KelpDAO was attacked. Hackers linked to the Democratic People's Republic of Korea have breached the offline infrastructure used by the LayerZero verifier to monitor blockchain activity. The leak allowed attackers to forge cross-chain messages and release funds on Ethereum that were triggered based on events that had never occurred on Unichain.

Chief Security Officer Keith Lawhorn published an article on Platform X detailing the committee's findings. He pointed out that the agency had discovered "a pattern of repeated major operational security failures at LayerZero Labs." Lawhorn added that the company has not yet been able to properly control the private keys used to manage real-time FRNT deployments. He criticized the agreement for putting too much security responsibility on individual developers to assemble security measures themselves, resulting in many projects relying on a small set of validators. He pointed out that limited independent validator options are a structural weakness in the ecosystem.

LayerZero CEO Bryan Pellegrino publicly responded that the main issue was only a minor read-only feature and that the team quickly resolved it. However, after comparing LayerZero with other alternative infrastructure providers based on security considerations, Wyoming decided to move forward with the switch.

Chainlink's advantages over LayerZero

Before finalizing the switch, the committee reviewed LayerZero, Chainlink CCIP and other cross-chain options across six evaluation categories. Chainlink CCIP is "the only cross-chain infrastructure solution that meets the committee's strict security requirements," Lahorn wrote.

According to the committee's assessment, the Chainlink Oracle Network secures nearly 70% of decentralized financial activity and processes more than US$33 trillion in value of on-chain transactions. According to reports, during the October 2025 AWS outage that caused LayerZero's Stargate Bridge to be shut down, the CCIP network remained operating normally.

CCIP disperses validation efforts into the hands of 16 security-vetted independent node operators on each supported chain. Transactions move through OCR (OCR consensus process) and a separate signature stage, designed to prevent a small subset of operators from forging messages. In addition, CCIP has received SOC 2 Type 2 certification from leading accounting firms and has passed 50 security audits.

Rate limits configured by token, channel, and direction act as circuit breakers limiting the amount of value that can be transferred within a set time window. After completing the switch, FRNT now runs exclusively (exclusively/exclusively) on Chainlink CCIP on all eight blockchain networks, and reserve verification has been added to the new settings.
