BTC 华盛顿推进两项重大加密法案，CLARITY法案参议院受挫
9月16日，即参议院未能推动《CLARITY法案》（确定性与创新在数字资产监管中的清晰度法案）仅一天后，华盛顿方面向前推进了两项重大的加密相关措施。
众议院通过两项关键法案
众议院筹款委员会以38票赞成、5票反对的结果，通过了《数字资产税收确定性法案》。该法案将对联邦加密货币税收规则进行彻底改革，涵盖交易费用、洗售交易、挖矿及质押等环节。此外，该法案还将减轻部分小额加密货币交易的报告负担。
与此同时，众议院金融服务委员会也推进了《美国储备现代化法案》。该法案旨在财政部设立“战略比特币储备”和“数字资产库存”，用于存放通过没收程序获得的联邦持有的比特币及其他数字资产，从而将唐纳德·特朗普总统现有的储备政策元素转化为法律。
立法进程受阻与遗留问题
目前，这两项法案尚未成为正式法律。它们的进展发生在更广泛的《CLARITY法案》于9月15日未能通过关键的参议院程序性投票之后。该法案当时获得49票赞成、50票反对，距离所需的60票尚差一票。
尽管税收法案取得进展，但仍有一些问题悬而未决。议员们放弃了一项允许矿工和质押者推迟纳税的提案，即新产生的奖励只有在出售时才需缴税。这使得加密货币征税中争议最大的部分留待未来解决。
O'Leary：市场结构立法依然至关重要
对于投资者凯文·奥莱里（Kevin O'Leary）而言，华盛顿方面零敲碎打的进展并未解决他所谓的阻碍大规模机构采用加密货币的最大障碍：市场结构立法。
6月10日在接受福克斯商业频道采访时，奥莱里表示：“在《CLARITY法案》成为法律之前，比特币毫无出路。”他的论点是，养老金基金、主权财富基金和其他大型机构在做出有意义的加密资产配置之前，需要明确的联邦规则。
两周前参议院未能推动《CLARITY法案》后，奥莱里于周四在纽约举行的Avalanche峰会上重申了这一观点。他表示自己预料到投票会失败，并对与会者说：“在我看来，《CLARITY法案》通过的机会为零，结果也确实如此。”
征税必然伴随政策框架的确立
But he characterized the failure as a delay rather than an end to the legislative process. Given the crypto tax bill being advanced in the House, O'Leary believes Congress cannot determine how activities such as pledges should be taxed without finally defining the regulatory framework governing its activities. "Once taxes start, there must be policies in place."
"We will tax pledges," he added,"You can be sure that policies will be included in the CLARITY Act and must be."
Legislation may be restarted after the mid-term elections
O'Leary said that no matter which party controls Congress after the mid-term elections, he expects lawmakers to revisit market structure legislation later. "When will it be put on the agenda? Probably in the first quarter or second quarter after the midterm elections." he said.
