DOT Polkadot launches dotUSD stablecoin on its main network and achieves decentralized governance through OpenGov.
Polkadot recently officially launched the dotUSD stablecoin on its main network, allowing DOT holders to participate in the governance of the stablecoin through the OpenGov (Open Governance) mechanism. The release creates a dollar-linked asset issued by a decentralized network rather than controlled by private companies. However, as the network began phased deployment of stablecoins, DOT prices fell 4.69%.
Approval for dotUSD launch through OpenGov Governance
Polkadot established the initial structure and operating requirements for dotUSD through OpenGov Proposal 1944. The proposal passed with a high approval rating of 98.4%, with approximately 4.3 million DOT votes supporting the decision. In addition, the proposal also authorizes the establishment of a DOT-dotUSD liquidity pool and appropriations from the treasury to support early trading activities.
Currently, dotUSD has been officially launched on the Polkadot network. Most of the current global stablecoins worth more than US$250 billion are issued and controlled by a few companies that, like banks, decide who can hold stablecoins and who cannot. dotUSD is based on a different premise: it has no issuing company and no single point of control.

Polkadot最初允许用户通过锚定稳定性模块（Peg Stability Module）以USDT为抵押品铸造dotUSD。用户可以按照一比一的比例将USDT兑换为dotUSD，并将稳定币赎回为等值的USDT。然而，初期供应上限限制了流通量在第一阶段的扩张。
这种安排还允许用户在账户中不保留DOT余额的情况下持有dotUSD。尽管如此，初始结构仍然依赖于USDT储备，尽管该稳定币拥有去中心化的治理框架。Polkadot计划用更广泛的抵押系统取代这一过渡结构，该系统将支持以DOT为抵押的借贷业务。
在计划中的模型下，用户将锁定DOT作为抵押品来创建新的dotUSD代币。开发者将引入基于Liquity架构的价格预言机、清算机制、稳定性池和赎回机制。此外，借款人可以选择利率，系统在赎回时将优先处理低利率头寸。
监管收紧背景下DOT价格下跌
截至发稿时，DOT交易价格约为1.04美元，在过去24小时内下跌了4.69%。此次下跌紧随9月份强劲的表现之后，当时该加密货币涨幅约为45%。因此，主网的发布并未扭转DOT市值近期的下行趋势。
与此同时，稳定币的采用在企业支付平台和区块链网络中持续扩大。Circle与Tereina正在将USDC和EURC整合到符合条件的企业的SAP支付工作流中。类似地，BVNK已添加对Stellar的支持，允许公司通过网络处理USDC支付和结算。
然而，欧洲法规为在《加密资产市场》（MiCA）框架下运营的稳定币服务带来了额外的要求。Circle最近呼吁修订MiCA法规，并指出在最大的30种稳定币中仅有三种符合规定。欧洲证券和市场管理局（ESMA）也已指示加密货币公司在三个月内解决不合规的稳定币敞口问题，同时允许某些有限范围的服务继续运营。
