The cryptocurrency giant Binance has obtained three independent licenses issued by the Abu Dhabi financial regulatory authorities. This allows them to operate their exchange, clearing house, and brokerage services under the supervision of the Financial Services Regulatory Authority (FSRA).

According to a press release and announcement released by Binance on Monday, the independent financial regulator of Abu Dhabi Global Market (ADGM), FSRA, has approved the issuance of licenses to Binance’s subsidiaries: Nest Exchange Limited, Nest Clearing and Custody Limited, and Nest Trading Limited.

Richard Teng, co-CEO of Binance, said in a statement that these licenses provide clarity and legitimacy in terms of regulation, allowing Binance to operate globally under the recognized global standards set by ADGM.

“Although our global operations are still decentralized, leveraging talent and innovation from around the world, this regulatory framework gives our users peace of mind, as they know that Binance operates under globally accepted standards,” he said.

“We appreciate FSRA’s forward-looking approach, which not only protects the rights of users but also promotes innovation.”

It is possible for Binance to establish branches in Abu Dhabi.

Binance does not have a formal corporate headquarters, so it cannot determine its tax obligations and other regulatory requirements.

Cointelegraph has contacted Binance for further comments.

According to the guidelines released in February 2020, the FSRA stated that entities authorized to conduct regulated activities within the ADGM need to “think and manage” from outside the region. This includes allocating resources to various functions such as business operations, governance, compliance, supervision, operations, technology, IT, and human resources.

According to Binance, operating under the financial services regulatory framework of the Abu Dhabi Global Market (ADGM) will provide additional consumer protection for Binance users, along with stricter oversight from regulatory authorities. The exchange plans to launch its “regulated businesses” on January 5, 2026.

In a tweet posted on Monday, Teng said that this is a “major milestone” for Binance, as it becomes the first global exchange to receive approval from respected regulatory agencies. Its international operations and liquidity will now be subject to comprehensive regulation.

Binance has established itself in the UAE. In April 2024, it obtained a license as a virtual asset service provider in Dubai. In March, it received $2 billion in investment from MGX, an artificial intelligence and technology venture capital company based in Abu Dhabi.
