EIP-8363 is no longer considered for Hegota upgrades
After months of heated debate, Ethereum developers decided to remove EIP-8363 from consideration for Hegota upgrades. Developers want discussions around release policies to move beyond the forked process and take place in broader community forums. Currently, rewards for existing validators remain unchanged, while a new discussion platform is being planned.
An independent discussion away from the fork process
Jérôme de Tychey, author of EIP-8363, said that the fork process is not the right place to address the issue of circulation changes. The proposal quickly became one of the most commented EIPs in the history of the Ethereum-Magicians Forum, receiving more than 200 comments in just a few weeks. As the Hegotá CFI (Consider Including) process progressed, the development team finally reached a consensus that monetary policy should not be determined through an upgraded hard fork.
Core of the proposal and focus of controversy
The core mechanism of EIP-8363 is that as the number of pledged ETH increases, more verifier rewards will be burned. When the pledged amount reaches approximately 60.25 million ETH, the burning proportion may be as high as 100%. As of August this year, about 34% of ETH supply was in pledge status. At this level, EIP-8363 is expected to reduce the annual consensus yield from approximately 2.6% to 1.2%.
Although the original intention was to optimize economic models, the proposal has raised concerns from many parties. Agreement contributors, client teams and industry participants all expressed objection to using the Hegota upgrade to resolve monetary policy issues. Critics have focused mainly on security, independent pledgers, verifier composition and broader market impact. SharpLink CEO Joseph Chalom pointed out that the proposal could damage the decentralized finance (DeFi) ecosystem;Aave founder Stani Kulechov also clearly expressed his opposition.
Follow-up plans and future prospects
The author team now plans to launch an independent discussion process specifically on Ethereum's release policy. Preliminary exchanges have been held at the EthCC Roundtable, followed by a dedicated distribution policy forum in Devcon in November. In addition, multiple seminars will be held in February and March, with another forum tentatively scheduled for January at the University of Colombia. The entire process is expected to end at EthCC in April of the following year, when developers can seek to include the revised proposal in a "considered for inclusion" or "planned for inclusion" status.
de Tychey emphasized that the team still supports the motivations behind EIP-8363. The authors believe that excessive pledge behavior may affect Ethereum's security, neutrality and ability to resist capture. Currently, the Ethereum pledge rewards remain unchanged. The Hegota upgrade is still in the planning stage (following Glamstam), while the EIP-8363 is excluded from the scope of the established upgrade.
