His proposal would limit registration to verified Bitcoin projects, infrastructure operators, developers, educators, miners, wallets, exchanges and other ecosystem participants, while explicitly excluding altcoin projects. The proposed registry would also commit 21% of its annual revenue to fund open source Bitcoin development.
