The White House announces a $6 billion science plan and establishes a $215 million quantum technolog

Key facts

The White House announced scientific initiatives worth more than $6 billion on October 8, including a $215 million quantum computing prize and a $2.4 billion artificial intelligence industry commitment from companies such as Nvidia, Anthropic and OpenAI.

The quantum funding came as Ethereum researcher Justin Drake and co-founder Vitalik Buterin warned that mathematical advances accelerated by artificial intelligence-not just future quantum computers-could threaten the ECDSA signature scheme that protects most Bitcoin and Ethereum wallets.

The application deadline for the Quantum Genesis Q Competition, part of the Department of Energy, is October 19.

The White House Office of Science and Technology Policy (OSTP) announced on Thursday a package of technology initiatives worth more than $6 billion. At the same time, researchers also warned that advances in artificial intelligence, not just quantum computing, could weaken the cryptographic signatures that protect most Bitcoin (BTC) and Ethereum (ETH) wallets.

For an industry whose security model is based on public-key cryptography that predates these two technologies, faster cracking speeds increase the urgency of wallets needing updated defenses.

Quantum prize funds fault-tolerant computer competition

According to the White House's fact list, OSTP Director Michael Kratsios called the plan part of a "new golden age" of science driven by superintelligence." These include a $215 million "Quantum Genesis Q Competition" to build fault-tolerant quantum computers with more than 100 logic qubits.

The U.S. Department of Energy, which manages the competition, said the application deadline is October 19. The first phase awards can reach up to US$1.5 million, and the second phase funding pool is US$100 million.

In addition, 11 technology companies have committed to investing US$2.4 billion in the government's AI computing power plan. Nvidia led the way with $1 billion, AMD committed $500 million, and Anthropic, Google and OpenAI also contributed smaller amounts.

The remaining $6 billion budget covers $1.8 billion in biological research programs,$1 billion in Georgia's computing and workforce projects, and several smaller awards and scholarships.

The fact list does not mention the impact of cryptocurrencies or quantum computing on the security of digital assets. The associations established by cryptocurrency researchers are independent.

Researchers warn: Not only quantum computing, but artificial intelligence also threatens wallet security

In early October, Ethereum researcher Justin Drake urged large holders to move funds to new, unexposed addresses. He believes that signs of mathematical progress driven by artificial intelligence-taking OpenAI's October 6 research release as an example-could break the ECDSA signature scheme through classical calculations rather than quantum attacks within months.

Ethereum co-founder Vitalik Butrin expressed concern but warned against rushing wallets migration, pointing out that a wrong transition would cause more damage to users than a hacker attack. Drake has pointed out that custodians, including Binance, have an opportunity to tighten cold storage practices before any transition.

These warnings follow an executive order in June that advanced the federal government's own post-quantum cryptographic migration deadlines for high-value systems to 2030 and 2031, ahead of the government-wide 2035 goal. Neither the order nor Thursday's list of facts directly involved crypto assets.
