FollowingRecently, Pavel Durov, co-founder of Telegram, revealed something quite interesting: French intelligence agencies requested that Telegram review content related to politics, but he chose to refuse. As a messaging app known for its emphasis on privacy and freedom of expression, Telegram has always insisted on not acting as a “judge” in matters of speech. Durov’s decision not to comply with this request not only drew attention to the ongoing conflict between tech platforms and governments, but also prompted discussions about the delicate balance between free expression and regulatory pressures.
Pavel Durov, co-founder of Telegram, stated that French intelligence agencies asked him to remove posts related to the 2024 elections in Moldova, in exchange for favorable comments about the judges who tried to prosecute him. But he refused.
Durov said that initially, Telegram removed some posts that clearly violated its terms of service. However, due to political reasons, it refused to remove any other content. Durov wrote in a post on Telegram on Sunday:
Shortly after, Telegram received a second list of so-called “problematic” Moldovan channels. Unlike the first list, these channels were all legal and complied with our rules.
“The only thing they have in common is that their political views are not favored by the governments of France and Moldova. We refuse to comply with this request,” he continued.

他还表示， Telegram 将退出包括法国在内的司法管辖区 ，以免通过交出加密密钥或在消息平台中建立后门进行国家监控而损害用户隐私。
杜罗夫曾多次警告，国家将对网络言论自由和隐私发起攻击，而这一警告在 2025 年达到了顶峰，当时欧盟提出了一项监控所有聊天信息(包括加密用户通信)的提议 ，该提议获得了欧盟 19 个成员国的支持。
