Rain announced on Monday that it has submitted an application to the Office of the Comptroller of the Currency (OCC) to establish the Rain National Trust Bank, headquartered in New York.
According to Rain, the proposed bank will provide entrusted custody services, manage the reserves of approved stablecoin issuers, and issue dollar-backed stablecoins under the framework of the GENIUS Act. The application follows a lawsuit filed on October 2 by the Independent Community Bankers Association (ICBA) that challenged the crypto-asset trust bank license issued by the OCC.
Payment company Rain said it has applied to the U.S. Office of the Comptroller of the Currency to establish a national trust bank to hold digital assets and issue dollar-backed stablecoins. The move comes days after the Independent Community Bankers Association (ICBA) sued the OCC over crypto-asset trust banking licenses, arguing that regulators exceeded their legal authority.

According to Rain's announcement, the proposed bank will provide fiduciary custody services for approved digital assets and legal currencies, manage the reserves of approved stablecoin issuers, and issue and redeem dollar-backed stablecoins under the framework of the GENIUS Act. The company also pointed out that the bank will not take deposits, open accounts for consumers, and issue commercial loans.
While awaiting OCC review, Rain nominated former Coastal Financial Corp. Chief Financial Officer Brandon Soto serves as President and CEO.

OCC加密资产信托银行牌照面临ICBA的法律挑战
此次申请之际，加密资产信托银行牌照正面临法律阻力。根据起诉书，ICBA于10月2日在美国哥伦比亚特区联邦地区法院提起诉讼，挑战OCC于2026年3月发布的特许规则以及2021年发布的一封解释信。该行业协会通过一份声明公布了此项诉讼。
ICBA主席兼首席执行官雷贝卡·罗梅罗·雷尼（Rebeca Romero Rainey）表示：“OCC允许公司获得全国信托银行牌照以开展大量非受托性质的活动，这一决定超出了国会授予该机构的权限。”
起诉书显示，截至目前，OCC已批准或附条件批准了21家信托银行，其中至少13家为加密资产公司。今年8月，USD1稳定币背后公司World Liberty Financial获得了其拟议中的全国信托银行的附条件批准。此外，Blockap于今年9月申请了联邦信托银行牌照，旨在托管比特币和稳定币。
