Mysten Labs and Google Cloud jointly launch the Verifiable Agent Arbiter (VAA)
Mysten Labs and Google Cloud have partnered to launch the Verifiable Agent Arbiter (VAA). This is an evidence-layer system designed to prove that enterprise-level AI agents are acting within authorized limits. According to an official announcement, the two companies have jointly developed the system, which aims to provide counterparties, auditors and regulators with a verifiable record of agency activities independent of the production platform.
How the VAA works
The VAA separates the agent's activity record from its proof of integrity. Detailed telemetry data, including prompt words, model output, tool calls, and policy decisions, remains private in Google Cloud Storage, which is controlled by customers. The cryptographic proofs of these records were then stored on the Walrus platform-a data platform built specifically for AI workloads and coordinated by the Sui Layer 1 blockchain, the underlying chain that Mysten Labs originally contributed.
This design is designed to meet multiple enterprise-level capabilities:
- Cross-company dispute replay: Implementation through the Agent2Agent (A2A) protocol developed by Google Cloud and donated to the Linux Foundation. The protocol allows two organizations to replay disputed workflows against the same verifiable receipt.
- Event reconstruction: Helps security teams distinguish between prompt word injection attacks, policy bypass behavior, or post log tampering.
- Persistence record retention: In the future, its validity can be reproved under new cryptographic standards, including post-quantum cryptography. Sui has explored this direction with its own post-quantum signature scheme.
Why the EU AI Act makes this launch timely
Mysten Labs places this launch in the context of growing regulatory pressure. According to the EU AI Act, from 2027, businesses that fail to keep a log of compliance will face fines of up to € 15 million or 3% of global annual turnover.
Evan Cheng, co-founder and CEO of Mysten Labs, said: "AI agents are starting to make decisions that have financial and legal consequences, and we need to make sure they don't go beyond the scope of their authorization. This requires evidence that can be verified by any counterparty."
In addition, VAA is directly connected to the Sui Agent Payments facilitator. This feature allows agents to instantly discover services using the x402 protocol and settle payments for API calls, while cryptographically recording the authorizations, spending decisions, and service delivery behind each transaction.
Subsequent development
