The cryptocurrency industry has ushered in a critical juncture in the United States: Coinbase CEO says that the Clarity Act is ready for Senate voting
As September 15 approaches, the U.S. cryptocurrency industry is facing an important time point. Coinbase CEO Brian Armstrong said the Clarity Act is ready to go to the Senate for a vote. His announcement came at the right time, as senators are expected to vote on whether to advance the legislation in a few days, which has important implications for markets and the broader digital asset industry.
Interview and Industry Support from CNBC
On Platform X (formerly Twitter), Altcoin Daily posted a video clip of Armstrong's interview with CNBC. The interview will be broadcast on CNBC's "Squawk Box Asia" program on Thursday, September 10, 2026, and will be broadcast live in Singapore. In the interview, Armstrong discussed the Clarity Act and the prospects for regulatory clarity in the United States.
Armstrong said he believed the Clarity Act had received a "yes vote" and said senators he spoke with supported the legislation. He also highlighted the bill's efforts in bipartisanship, noting that both sides contributed hundreds of pages of opinions and suggestions. According to him, some important groups in the digital asset industry have also turned to support the legislation.
Armstrong said in an interview: "I think the Clarity Act is ready for a yes vote! Frankly, even if it doesn't pass, it's a (positive) result. Either way, we will eventually have regulatory clarity, either on the 15th or a day or two later."
Major Group Endorsement and Regulatory Framework
Armstrong pointed out that law enforcement agencies, many banks and cryptocurrency companies now support the Clarification Act. He described the bill as an effort to establish a clear regulatory framework that both protects U.S. consumers and ensures that the United States remains competitive in blockchain and digital asset development.
Coinbase CEO also mentioned that the company had previously raised concerns about the legislation. He said issues that Coinbase considered crucial have now been resolved. Armstrong cited this as the reason for his current support for the bill, saying Coinbase was willing to identify issues in earlier versions of the bill but is now reassured in its current form.
In addition, he linked the legislation to the broader context of global blockchain technology development, pointing out that other G20 countries and countries around the world are still building in this field.
September 15 becomes a key date
Armstrong then talked about the upcoming Senate vote, saying the industry will know on September 15 whether the bill will receive the 60 votes needed to move forward. Notably, commentator Naval Orphan warned that September 15 should not be simply described as the final vote on the Clarity Act. He noted that the Senate is expected to review whether to advance H.R. Bill 3633, after which the legislation may still face debate, amendment, final passage and House action.
Armstrong also proposed alternatives if legislation failed to advance. He said the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) have indicated they are ready to issue rulemaking, which means he expects regulatory clarity to be achieved through legislation or regulatory action.
Market reactions and future outlook
Other reactions to this video reflect different expectations. Raid Arena believes clearer rules could have a significant impact after years of regulatory uncertainty, while Fabian.x expressed opposition to the bill, saying Democrats were still prepared to resist its passage.
However, for Armstrong, the core message remains the same: Whether through the Clarity Act or through regulatory actions by the SEC and CFTC, he expects the United States to move closer to greater cryptocurrency regulatory clarity around September 15 or later.
